In the second half of 2019, township compulsory education schools will directly evaluate the recruitment of music and art teachers

Due to work needs, five township compulsory education schools in our district will directly assess the recruitment of six music and art teachers to the society in the second half of 2019. The relevant matters are announced as follows:

I. Recruitment scope and target

Recruiting personnel nationwide that meets this announcement and the "List of Requirements for Music and Art Teacher Posts and Conditions for Direct Examination of Township Compulsory Education Schools in the Second Half of 2019 in Mianyang Youxian District" (Annex 1). Among them, overseas study personnel and students studying in Taiwan who have obtained a certificate from the Overseas Education Service Center of the Ministry of Education are not subject to the full-time restrictions of general higher education. Candidates must obtain diplomas, degree certificates, teacher qualification certificates, and other certification materials from countries that recognize qualifications that meet the requirements of the post. Failure to obtain and provide the relevant certificates and certifications within the prescribed time shall be deemed as the applicant waiving the application automatically and at his own risk. Full-time students graduating in 2020 are outside the scope of this direct enrollment.

At the time of registration, the staff in the district and the special post teachers in the district's service period are not the scope of this recruitment.

2. Recruitment conditions

(1) Candidates should meet the following requirements:

1. Have the nationality of the People's Republic of China, obey the law and discipline, and have a good character.

2. Comply with the relevant regulations on evading the recruitment of staff in public institutions in Mianyang City.

3. Good health, qualified medical examination, and can normally perform the duties of recruiting positions.

4. Meet the specific qualification requirements of the "List of Requirements and Requirements of Music and Art Teachers for Direct Examination of Township Compulsory Education Schools in Youxian District of Mianyang City in the Second Half of 2019" (Annex 1). Among them: the applicant's academic qualifications and professional names contained in his valid graduation certificate should be in accordance with the "education" and "professional" columns required for the position to be applied for (the "professional" column is the specific professional name, not a subject) If you do not meet the requirements, please do not apply for the test, otherwise you will be disqualified from the test or employment.

5. Special post teachers who have not completed their service period outside Youxian District must provide proof that the local education authority agrees to apply for the test.

6. Willing to serve in the recruitment unit for more than 5 years (including the probation period), the working life refers to the anniversary.

(2) Those who have any of the following circumstances shall not apply for the examination:

1. Having suffered various criminal penalties.

2. Have been expelled from public office.

3. Violations of laws and disciplines are under review.

4. The party discipline and political discipline have not been lifted.

5. Newly recruited civil servants and public servants who are still in the probation period (as of January 7, 2020).

6. The staff of government agencies and institutions are applying for the examination without the consent of the unit, competent department, and organization and social department.

7. In accordance with the "Opinions on Accelerating the Construction of Credit Supervision, Warning and Disciplinary Mechanisms for the Trustees of Infidelity", the trustees of the trustees identified by the people's courts through judicial procedures.

8. There are violations of other regulations that make it inappropriate to apply for a public institution.

Third, the recruitment process

(I) Registration

This recruitment is carried out on-site, not online. Candidates who meet the qualifications for recruitment recruitment shall voluntarily choose a position to apply for the examination in accordance with the corresponding post qualification requirements, and may not apply for both.

1. Registration time: January 7, 2020 to January 8, 2020 (9:00 am to 12:00 am, 13:00 to 17:00 pm).

3. Materials to be prepared during registration:

(1) 2 copies of the "Information Form for Music and Art Teachers for Direct Examination of Village and Town Compulsory Education Schools in Youxian District, Mianyang City in the Second Half of 2019" (Complete and print by computer, and paste 2-inch photo)

(2) Two originals and valid copies of valid ID cards.

(3) Two original copies of valid graduation certificate and degree certificate.

(4) Two originals and copies of valid teacher qualification certificates.

(5) To relax the age, two originals and photocopies of the professional title certificate of the first-level teacher and above must be provided.

(6) One 2-inch photo of the same edition as the "Application Information Form".

(7) Two copies of the electronic registration record form of the Ministry of Education's education (scholarship) certificate can be downloaded from the academic letter website.

(8) For overseas students and students studying in Taiwan, applicants must provide two originals and photocopies of the academic degree certification of the Overseas Education Service Center of the Ministry of Education.

Some special candidates must also have the following procedures:

(1) The staff of organs and institutions must provide proof that their units, competent departments, and organizations of social organizations agree to apply for examinations.

(2) Special post teachers outside Youxian District who have not completed their service period must provide a certificate of consent from the local education authority.

(3) The commissioner and the orientation student must provide a certificate of approval from the former commissioner and the orientation unit.

(4) If the state has other special regulations, those regulations shall prevail.

Qualification review

The Human Resources and Social Security Bureau of Youxian District and the Education and Sports Bureau of Youxian District jointly organize recruitment units to conduct qualification review and qualification confirmation. Qualification review will run through the entire recruitment process. Any applicant found at any stage that does not meet the job requirements will be disqualified from employment.

Candidates after the interview are not allowed to temporarily waive their qualifications for interviews and hiring temporarily. If they do not submit a waiver statement within the prescribed time, and they abandon the interview due to personal reasons, they shall be recorded in the personal integrity file.

V. Interview Assessment

(I) Receive "Interview Notice"

Receive the Interview Notice on the spot after passing the preliminary qualification. Please refer to the "Interview Notice" for the details of the interview assessment time, place and precautions. When receiving the "Interview Notice", the interview fee of 80 yuan shall be paid in accordance with the document No. 472 of Sichuan Development Reform Price [2017] 472.

Special Tips: If the number of qualified candidates for the same post reaches 30 or more, take a professional skills test for preliminary selection. According to the professional skills test results, the ratio of the number of job applicants to the number of candidates who will be interviewed is 1: 5. Interview assessment staff. Professional skills test scores are not included in the interview assessment results. Posts requiring professional skills testing, the specific time, place and related matters of the test will be announced separately on the Mianyang Personnel Examination Network and Youxian Government Affairs Network. Candidates should log in to the Mianyang Personnel Examination Network and Youxian Government Affairs Network before January 9, 2020. For inquiries, the announcement will prevail, and no further telephone notification will be given.

(II) Interview assessment methods

The interview assessment was conducted by way of trial lectures and professional expertise demonstration. The total score of the interview assessment is 100 points (including 60% of the test lectures and 40% of the professional expertise). Interview examination scores lower than 80 are not allowed to enter the physical examination.

Six, physical examination

According to the number of positions recruited, according to the applicant's interview and assessment results, from high to low scores in order to determine the medical examination staff. If it is impossible to determine the physical examination object because of the same results of the interview, the additional examination will be conducted, and the medical examination personnel will be determined according to the high-low score. The physical examination related requirements and specific matters will be announced separately on the Mianyang Personnel Examination Network and Youxian Government Affairs Network.

The items and standards for medical examination are implemented with reference to the revised General Standards for Medical Examinations for Civil Servants (Trial) (Ministry of the People's Republic of China [2005] No. 1) and the Operation Manual for Medical Examinations for Civil Servants (Trial). Among them, the Hepatitis B testing project is implemented in accordance with the requirements of the “Notice on Further Regulating the Admission and Employment Physical Examination Project to Maintain the Right to Admission and Employment of Hepatitis B Surface Antigen Carriers” of the Ministry of Human Resources and Social Affairs, the Ministry of Education and the Ministry of Health. If there are other regulations by the state, province, industry, and post, those regulations shall prevail. The physical examination is performed in general hospitals of Grade A and above. If you have any doubt about the results of the medical examination, you can apply for a re-examination. The re-examination will only be performed once. The conclusion of the medical examination will be subject to the results of the re-examination. Vacancy due to failure to participate in medical examinations and unqualified medical examinations may be replenished once in equal amount upon the agreement of the Human Resources and Social Security Bureau of Youxian District and the Education and Sports Bureau of Youxian District. The vacancy due to the application for the extension of pregnancy examination will no longer be supplemented.

All expenses incurred during the medical examination (including re-examination) shall be borne by the applicant.

Seven, comprehensive inspection

The Human Resources and Social Security Bureau of Youxian District and the Education and Sports Bureau of Youxian District will conduct a comprehensive inspection of qualified medical personnel. The inspection content mainly includes the applicants' political ideology, moral cultivation, ability and quality, study and work performance, compliance with laws and regulations, integrity and self-discipline, social relations, and whether they need to be avoided, and verify whether they meet the recruitment requirements and provide application information. And whether the relevant materials are true and accurate.

Vacancies due to unqualified comprehensive inspections, voluntary abandonment, or inability to conduct inspections due to personal reasons of applicants, can be applied for in accordance with recruitment positions after approval by the Human Resources and Social Security Bureau of Youxian District and the Education and Sports Bureau of Youxian District. Candidates' assessment results will be replenished from high to low in turn. After passing the physical examination, the by-products are inspected.

Publicity

Qualified personnel for comprehensive inspection are determined to be recruited and will be announced by the Human Resources and Social Security Bureau of Youxian District on Mianyang Personnel Examination Network and Youxian Government Affairs Network for 7 working days. During the publicity period, social reports are accepted, and the reporters shall truthfully reflect the problem with their real names and provide necessary proof materials or investigation clues. After the announcement of the proposed personnel, if there are no reflections or the reflections do not affect the employment, the employment procedures shall be followed in accordance with the prescribed procedures; if there are problems and the evidence is found, and the employment conditions are not met, the employment shall not be hired; Problems, but if it is difficult to verify or deny for a while, the employment will be suspended and the decision will be made after the investigation is completed. After the announcement, the vacancy due to various reasons will not be replenished.

Nine, choose the recruitment unit

The candidates who have been announced without objection will select the specific recruiting unit according to the interview assessment results of the recruitment positions from high to low. If the interview assessment results are the same, they shall be determined through voluntary consultation or re-organization of additional tests.

X. Employment

Candidates who have announced no objections must bring their ID cards, graduation certificates, degree certificates, teacher qualification certificates and other documents to the Human Resources and Social Security Administration Unit of Youxian District for review and confirmation in early March 2020. It is found in the review and confirmation that there are people who do not meet the recruitment requirements, and their employment qualifications are cancelled. Personnel who have passed the review and verification have obtained the qualifications for employment, and have gone through the employment procedures in accordance with relevant regulations.

Those who have obtained the qualification for employment shall report to the recruitment unit within the specified time (the specific time shall be subject to the notification of the recruitment unit), and sign an employment contract with the minimum service life of the recruitment unit of not less than 5 years in accordance with relevant regulations. Without the consent of the recruiting unit and the competent department of the recruiting unit, those who fail to report within the time limit shall be deemed to have given up their employment automatically.

The direct evaluation of recruiters this time, in accordance with the "Provisional Measures for the Management of the Employment System of Public Institution Personnel in Sichuan Province," the implementation of the employment system management of public institutions. Those who fail the assessment during the probation period shall be dismissed.

Eleventh, recruitment discipline

1. In order to ensure the smooth progress of the recruitment examination and maintain the fairness and seriousness of the recruitment, the recruitment work is subject to the supervision of the District Discipline Inspection Commission and the community.

2. At any stage of recruitment, if there are violations of the rules or fraud, once verified, the examination or the qualification for employment is cancelled, the person who has been hired shall be dismissed, and the parties shall be held liable according to personnel discipline.

3. The person in charge of the recruitment unit and the personnel engaged in the recruitment work should avoid it if they have close relatives with themselves or otherwise may affect the fairness of the recruitment when handling recruitment matters.

12. Other matters

(1) Recruitment matters such as interview assessment, physical examination, comprehensive inspection, and public announcement of the personnel to be hired are announced on the Mianyang Personnel Examination Website and Youxian Government Affairs Online.

(2) Candidates are requested to ensure that their contact information is accurate and unobstructed. Otherwise, candidates who are unable to get in touch with the candidates will be responsible for their own consequences.
