According to the economic and social development needs of Huaying City, with the consent of the CPC Huaying City Committee and the Huaying City People's Government, it was decided to openly introduce a number of high-level talents to the country. Related matters are announced as follows.

I. Introduced objects

Excellent high-level talents with a full-time master's degree or above or a professional title of sub-level or higher (except those who have already worked in Huaying City).

Second, the introduction of posts and requirements

A total of 8 positions have been introduced to Huaying City's medical and health institutions (see Annex 3-1 for details).

Third, the registration conditions

1. Have the nationality of the People's Republic of China, support the leadership of the Communist Party of China, abide by disciplines and laws, and have good conduct and morals.

2. The majors, academic qualifications and requirements of the applicants are consistent.

3. Meet one of the following basic conditions:

(1) Graduated from a full-time postgraduate in an ordinary university with a master's degree, aged under 35;

(2) Graduated from a full-time postgraduate with a doctorate degree, and the age is not more than 40 years old;

(3) Those who return to study abroad must have a master's degree or an equivalent degree recognized by the Ministry of Education and be under the age of 40;

(4) Personnel with professional and technical positions above the deputy level must obtain corresponding titles and be under the age of 40.

Masters, doctoral students, and returnees who have advanced professional titles or have actual work experience can appropriately relax the age limit and prioritize employment under the same conditions. New graduates of colleges and universities must obtain graduation certificates, degree certificates, and professional qualification certificates required by the post conditions before July 10, 2020. Other personnel must obtain and provide graduation certificate, degree certificate, professional title (practice) certificate and other certificates required by the post before the qualification review is completed.

4. Good health, in line with national civil service recruitment standards.

5. Anyone who has been punished in school or during work or who is not allowed to be hired according to laws and regulations such as the "Civil Servants Law" shall not apply.

Fourth, the policy treatment

1. The introduction of high-level talents uses the financial appropriation establishment, of which the introduction unit has vacant financial appropriation establishments, and the introduction unit has no vacancies. The Huaying City high-level talent financial appropriation establishment is used.

2. Introduced high-level talents, the minimum service life in China will be 5 years from the date of signing the contract, and a half-year probation period will be implemented. Cancellation of employment qualification will be cancelled if the probation period expires.

3. Housing and relocation subsidies will be given to the introduction of high-level talents. The standard is: 100,000 yuan for full-time Ph.D. students or former working units for senior professional and technical positions; full-time postgraduates or former working units for deputy employment. Senior professional and technical personnel 50,000 yuan. Housing and relocation subsidies are distributed over 5 years, and 20% of the total subsidies are paid each year.

The introduction of high-level talents who are eligible to apply to enter the talent apartment shall be included in the guarantee scope of the talent apartment.

4. Introduce 5 years of post incentive funds for the introduction of high-level talents. The standard is: 8,000 yuan per person per year for full-time PhD graduates or former work units; full-time master graduates or former work units Each person who is a deputy senior professional and technical post has a cost of 5,000 yuan per year; it is issued in accordance with the "Special Assessment Methods for High-level Talents in Huaying (Trial)".

5. For the introduction of high-level talents, the employer shall sign an employment contract with them and handle social insurance related procedures in accordance with the policy.

6. For the introduction of high-level talents, they can be selected and promoted in a timely manner according to work needs and relevant regulations.

V. Introduction Procedure

(A) Registration. 。 Registration is available from the date of announcement and the deadline is 18:00, February 8, 2020 . (II) Qualification review

1. Preliminary qualification. After the registration is closed, the Huali City Talent Office and the employer will conduct the preliminary review of the qualifications of the application materials. The qualified candidates will be notified of the interview by telephone in a timely manner. Those who fail the preliminary review will not be specifically notified.

2. Qualification review. Those who pass the preliminary examination must go to Hualien Talent Office to participate in the qualification review one day before the interview, and submit their original documents such as their ID card, academic degree certificate, relevant professional and technical qualification certificate, and important scientific and technological achievements, academic achievements, and other copies of the above materials. 2 copies, 3 2-inch colorless recent photos. Fresh graduates are required to submit the relevant academic degrees and professional certificates issued by the graduation college.

Qualification review runs through the entire introduction process. The personal information and relevant materials submitted by applicants must be true and accurate. If it is found that the real situation is concealed or false information is provided, once it is verified, the employment qualification will be cancelled and corresponding responsibilities will be investigated.

(3) Interview. The recruitment process will organize candidates to conduct interviews to examine their comprehensive qualities and professional capabilities. The interview time is preliminarily set in the middle and late February. (4) Physical examination. Organized by the recruiting unit to the city-level organization and the second-level comprehensive hospitals designated by the Human Resources and Social Affairs Department. The publicity period is 5 working days. (6) Employment

1. Those who have passed the assessment, physical examination and passed the public announcement shall be reviewed and confirmed by the Huaying Municipal Party Committee Organization Department and submitted to the Huaying Municipal Party Committee and Municipal Government for approval.

(1) If the employed person is an in-service person, it shall provide valid written certification materials such as the agreement to terminate the employment (labor) contract or the effective personnel (labor) dispute arbitration award issued by the original unit.

(2) The applicant must provide one original and one copy of graduation certificate, degree certificate, professional title (practice) certificate and other certificates before July 10, 2020.

2. The personnel to be hired confirmed by the audit shall report to the recruiting unit within the prescribed time, and the recruiting unit shall go through the employment and other procedures in accordance with the relevant regulations of the state. Those who fail to report shall be disqualified from employment. Vacancy due to the above reasons or other reasons will not be replenished.

3. The employed personnel shall implement a probation period system in accordance with relevant policies and regulations, with a probation period of 6 months. After the probation period expires, those who have passed the assessment of the recruitment unit will be formally hired. During the probation period, serious violations of laws or regulations or the unqualified probation period will be cancelled.

4. Staff members who have entered the Huaying City public institution through direct assessment of recruitment methods must be able to work in Huaying City for five years or more from the effective date of signing the employment contract with the unit. Other units outside the city.
