According to the actual situation of our county, after research, we have decided to openly select and dispatch the staff of public institutions to the institutions and institutions within Yibin City. The relevant matters are announced as follows.

I. Selection and adjustment of units, posts, quotas and scope

There are a total of 9 positions selected this time. For details, please refer to the appendix "The first publicly selected and adjusted public service unit staff position table for Yibin City in 2020".

Selection requirements

(I) Basic conditions

1. Possessing good political and professional qualities, upright conduct, outstanding performance, and popular recognition.

2. Good health and ability to perform duties of recruiting positions normally.

3. Officials and institutions in Yibin City are officially on the job.

4. Possesses other working abilities and qualifications required for the post.

(2) Persons in any of the following circumstances cannot apply for the examination:

1. Being under audit, disciplinary review, or suspected of violating laws and disciplines, being reviewed by relevant specialized agencies, and no conclusion has been reached.

2. Those who are affected by the period of punishment or have not expired.

3. Having received criminal punishment.

4. There are incompetent (or unqualified) and basic competent (basically qualified) annual assessments in the past 3 years.

5. According to relevant regulations, the work has not reached the service life.

6. Other situations stipulated by laws, regulations and current personnel policies.

(3) If a civil servant or a public servant is selected to be employed in a public institution, his status as a civil servant or a public servant shall naturally disappear.

(4) When a civil servant, a public servant or a public employee is selected and transferred to a new post in a public institution, his previously employed position disappears by itself, and wages and benefits are no longer retained. Public institutions selected for employment are hired in accordance with the principle of “on-the-job employment and on-demand employment”, based on the job category and grade of the selected unit, as well as their basic conditions and job vacancies, and enjoy corresponding wages.

Registration related matters

(I) Registration time: January 10, 2020, 8: 30-12: 00 am, 14: 30-17: 30 pm. Registration will not be accepted after the deadline.

(3) Materials required for registration

1. At the time of registration, submit two 1-inch colorless photos.

2. Provide the original and photocopy of my identity card, graduation certificate and relevant qualification certificate when registering; and provide the “Employment Contract” or “Registration Form for Public Recruitment of Staff in Public Institutions” (copies should be stamped with the company ’s fresh seal)

3. My unit must issue a certificate of consent to apply for the test. The certificate should specify: the applicant's formal work hours in the unit, the annual assessment of the past three years, and whether the unit agrees to apply for the test.

(IV) Precautions for registration:

1. The calculation deadline for age and work experience is January 10, 2020. Work experience is calculated by anniversary and age is calculated by age. For example, the age of 40 and below refers to the age of 41 as of January 10, 2020, which is based on a valid ID card, and so on.

2. If the applicants conceal the relevant situation or provide false materials, once they are verified to cancel their qualifications for election, all losses caused by the applicants shall be borne by the applicants.

3. When registering, pay a written examination fee of 50 yuan per subject according to the Sichuan Price [2003] No. 237 document.

Fourth, the selection method

This selection and adjustment adheres to the principles of openness, fairness, equality, and competition. Voluntary registration is adopted, and a combination of written examinations, interviews, and assessments is adopted to select the best adjustment.

(1) Written test: The content of the written test for all positions is "comprehensive knowledge", which mainly tests the candidates' ability to master the political theory, policy level, laws and regulations, logical reasoning, official document writing, news of current affairs, and market conditions. The written test score is 100 points, equivalent to 50%.

(2) Written test time: For the specific test time and place, see the admission ticket.

(3) Time to receive the admission ticket: before January 13th, 2020 at 11:30 am.

(IV) Interview time: Notice will be given separately. The interviewee will pay 80 yuan for the interview.

(5) Interview: According to the score of the candidate's written test, from high to low scores, the ratio of 1: 3 is selected for the interview (if there is a tie for the final written test result of the interview, all the parallel personnel will enter the interview). The number of candidates who actually participated in the written test did not reach the position of 1: 3, and all candidates in this position entered the interview. The structured interview mainly assesses the applicant's willingness qualities (motivation desire, professional responsibility, professionalism, competitive awareness, hobbies, etc.), intelligent qualities (response ability, language expression ability, comprehensive analysis ability, logical thinking ability, business ability, innovation ability , Organizational management ability, interpersonal coordination ability, etc.), personality qualities (behavior, character, etc.) and knowledge qualities (comprehensive knowledge, professional knowledge, etc.). The total interview score is 100 points, equivalent to 50%.

(VI) Calculation method of total test score: total test score = written test score 50% + interview score 50%.

(7) Physical examination:

According to the recruitment positions and quotas, according to the total score of the examination, from high to low scores in order to determine the candidates to enter the medical examination. If the total test score is the same, the interview candidates will be selected from the high score to the low score in order to enter the physical examination candidates; if the interview scores are also the same, the written test scores will be determined from the high score to the low score in order to enter the physical examination candidates.

(1) The physical examination is performed in a Class A and above hospital.

(2) For the medical examination standards, refer to the “Notice on Revision of the“ General Standards for Medical Examinations for Civil Servants (Trial) ”and the“ Civil Service Employment Manual (Trial) ”for the Ministry of Human Resources and Social Security, the National Health and Family Planning Commission, The Ministry of Human Resources and Social Security issued [2016] No. 140) and other relevant regulations. If the state and province have different regulations, those regulations shall prevail.

(3) Participation of pregnant candidates in medical examinations shall be carried out in accordance with the National Civil Service Bureau's "Response on the Issues Related to the Participation of Medical Examinations by Pregnant Candidates" (Guo Gong Kao Lu [2009] No. 07).

(4) Candidates who fail to attend the medical examination at the designated place and fail to complete the medical examination for the specified items are deemed to have given up automatically.

(5) If the initial medical examination fails, I can apply for a re-examination once within two days after receiving the notification of the medical examination result. If you do not apply for a re-examination after the deadline, I will be deemed to give up automatically. The re-examination will be carried out in a Class A and above hospital other than the original medical examination hospital. The conclusion of the medical examination is based on the results of the re-examination.

(8) Assessment: The qualified personnel undergo a physical examination, and the assessment uses a review of archives, individual interviews, and performance analysis to conduct a comprehensive inspection of the subject's "morality, competence, diligence, performance, integrity, and learning". Each inspection unit and the competent department shall truthfully write the inspection report and determine whether the assessment is qualified through collective research.

(9) Replenishment: The vacancies due to unsuccessful physical examinations, assessments or voluntary abandonment shall be replenished in equal amounts in accordance with the total scores of the examinations in accordance with the vacancies, after being reviewed by the higher authority and reported to the county human and social affairs department for research and consent. Those who have a total test score below 60 will not be replaced.

V. Publicity

Those who pass the assessment will be publicized on China Sanjiang Talent Network for 5 working days. The content of publicity includes the name, gender, age, grade, position to be transferred and the telephone number for supervision and report. During the period of publicity, the reporter should reflect the problem truthfully with his real name and provide necessary investigative clues. If there are serious problems reflected during the publicity period, and there are evidences that do not meet the application requirements, the qualification of the publicity candidate will be cancelled; if there are serious problems, but it is difficult to verify or deny for a while, the decision will be made after the verification.

Six, transfer

Those who have disclosed no objections shall go through the transfer procedures and employ and manage them in accordance with the current personnel management measures and the relevant regulations on the establishment of public institutions.

The minimum service life of all selected personnel in Yixian County is the 5th anniversary. Those who resign or transfer under the service life will bear corresponding liabilities for breach of contract.
