In accordance with the spirit of the "Sichuan Provincial Health and Health Committee Office's Notice on Introducing Projects for Oriented Medical Specialties in Poor Areas in 2019", the related matters concerning the assessment and recruitment of targeted medical specialists in poor areas in Junlian County in 2020 are announced as follows.

I. Recruitment quotas and units

The recruitment is based on the posts approved by the public institutions. The county plans to recruit 10 directional medical specialists. For specific positions, please refer to the "Joint County 2020 Oriented Medical Specialist Introduced Project Plan for Recruitment in the Lianlian County." "(attachment1).

Recruitment object, scope and application conditions

(1) Objects and scope of recruitment.

Graduates of medicine and health in 30 years of age and below with full-time junior college or above in general colleges and universities. Candidates must obtain diplomas, degree certificates and other certificates recognized by the state that require job conditions before the on-site qualification review. Those who have not obtained the required qualifications within the prescribed time will not be allowed to proceed to the next recruitment link and bear their own responsibility.

(2) Basic conditions.

1. Have the nationality of the People's Republic of China.

2. Love the socialist motherland, support the Constitution of the People's Republic of China, support the Communist Party of China, abide by laws and disciplines, have good morals, have good professional ethics, be dedicated to work, and have a strong sense of enterprise and responsibility.

3. Good health and ability to perform job duties normally.

4. Commit to serve at the primary level hospital for at least 6 years.

The deadline for calculation of age, work experience, etc. is the first day of this registration (eg: "Age: 30 years old and below" means that the first day of registration for this public recruitment is under 31 years old, and so on).

5. No one can apply for the test if:

(1) Persons who have been subjected to various criminal penalties.

(2) Persons who have been expelled from public office.

(3) Persons who are being reviewed for violations of laws and disciplines.

(4) Personnel who have not been lifted from party discipline and political discipline.

(5) New hired civil servants who are still in the minimum service period of 5 years (including the probation period)

(6) Staffs in organs and institutions in Junlian County.

(7) There are people who are not suitable to apply for the exam in violation of relevant regulations.

Third, the recruitment process

(1) Registration and qualification examination.

Registration time: January 15, 2020-January 16, 2020, 8: 30-12: 00, 2: 30-16: 00 pm. Registration place: Health Unit of the Health and Health Bureau of Junlian County (Dingshui Second Street, Junlian Town). Qualification review will be conducted upon registration. Required materials for registration and qualification:

1. "Joint County 2020 Recruitment Application Form for Oriented Medical Specialists".

2. One original and photocopy of ID card, graduation certificate. Whether it meets the qualifications, academic qualifications and professional qualifications of the applicants will be subject to the academic degree and professional name contained in the valid degree certificate and graduation certificate obtained at the time of graduation. In case of non-compliance, the qualification for application (hiring) will be cancelled, and the applicant shall be responsible for it.

(2) Assessment of professional skills.

Those who pass the qualification examination will be issued with on-site qualification examination notices, which will all enter the professional skills assessment. The assessment of professional skills is mainly conducted by means of professional skills interviews, which are jointly organized by the County Health and Health Bureau and the County Human Resources and Social Security Bureau. The professional skills assessment mainly assesses the candidates' professional knowledge, clinical practice ability and comprehensive analysis, solving practical problems and language expression. The score of the professional skills interview is 100 points, and the test score = the professional skills assessment score.

For those with a small number of applicants and no competition (that is, the number of people actually participating in the professional skills interview is less than or equal to the number of candidates to be recruited for the position), the candidate ’s professional skills interview score must not be lower than 70 points, and a three-point assessment team Two or more members passed the vote and submitted to the county human resources and social security bureau for approval before entering the next step of recruitment.

For positions that compete, candidates with professional skills interview scores below 70 are not allowed to enter the next recruitment step and be disqualified.

Matters related to professional skills assessment will be notified separately.

(3) Physical examination and assessment.

1. Medical examination personnel are determined.

Candidates for medical examinations are determined based on the recruitment positions and quotas, and the test scores from high to low scores. If the test scores are the same, an additional test will be conducted, and the candidates for the physical examination will be determined according to the additional test results from high to low.

2. Medical examination standards.

(1) The physical examination is performed in a general hospital of Grade A and above.

(2) For the medical examination standards, refer to the “Notice on Revision of the“ General Standards for Medical Examinations for Civil Servants (Trial) ”and the“ Civil Service Employment Manual (Trial) ”for the Ministry of Human Resources and Social Security, the National Health and Family Planning Commission, The Ministry of Human Resources and Social Security issued [2016] No. 140) and other relevant regulations. If the state and province have different regulations, those regulations shall prevail.

(3) Participation of pregnant candidates in medical examinations shall be carried out in accordance with the National Civil Service Bureau's "Response on the Issues Related to Participation of Medical Examinations of Pregnant Candidates" (Guo Gong Han Lu [2009] No. 07).

(4) Candidates who fail to attend the medical examination at the designated place and fail to complete the medical examination for the specified items are deemed to have given up automatically.

(5) Candidates who have doubts about the results of non-spot and non-spot physical examination items may apply for re-examination to the County Health and Health Bureau once within 3 days after receiving the notification of the unqualified conclusion of the initial physical examination. The re-inspection shall be deemed as giving up automatically. The re-examination will be carried out at the general hospitals of Grade A and above except the original medical examination hospital. The conclusion of the medical examination is based on the results of the re-examination.

(6) The vacancy due to unsuccessful medical examinations or automatic abandonment. Recruitment units may, based on the vacancies, be reviewed by their superior department and reported to the government and social affairs department at the same level, and they shall be supplemented one at a time in accordance with the test results.

3. Assessment.

The assessment shall be carried out by the employer or the superior department in accordance with the Interim Measures for the Evaluation of Public Recruitment of Staff in Yibin Public Institutions (Yi Ren Fa [2010] No. 14), and the authenticity and effectiveness of the personnel files and other materials related to the application Verification and qualification.

The vacancy due to unsatisfactory assessment or automatic abandonment can be made by the recruiting unit based on the vacant quota, after being reviewed by its superior department and reported to the government and social affairs department at the same level.

(4) Publicity.

1. The personnel to be hired will be publicized for 7 working days. During the publicity period, the reporter should reflect the problem truthfully with his real name and provide necessary investigative clues. Questions that are reported anonymously or otherwise are not accepted.

2. If there are serious problems reflected during the publicity period, and there are evidences that do not meet the recruitment requirements, the qualification for employment will be cancelled; if there are serious problems, but it is difficult to verify or deny for a while, determine whether to hire after verification.

3. Applicants who have passed the assessment will automatically waive any vacancies that occur during the publicity period or after the publicity.

Fourth, review and confirm and handle employment procedures

(1) Those who intend to hire publicly announce that there are no objections. After the county health and health bureau has reviewed the authenticity of the materials provided by the applicants, it is reported to the county human resources and social security bureau for review and confirmation. Those who have been confirmed through auditing are qualified for employment.

(2) The employing unit shall notify the person who has obtained the employment qualification to report to the unit within a prescribed time (the specific time shall be subject to the written notice of the recruiting unit) based on the confirmation document of the human resources and social department at the same level, and sign the employment contract in accordance with relevant regulations.

V. Policy Description

(1) Establishment of post security.

For medical graduates volunteering to serve in township health centers, the county health and health bureau shall submit a targeted employment plan to the county agency staffing department according to local actual needs and job vacancies, and arrange for the implementation of targeted medical student employment service units. Employment service units shall sign employment contracts with medical students in accordance with the current policies and stipulate the rights and obligations of both parties.

(2) Agreed service life.

Medical graduates who volunteer to participate in the project plan can only move after six consecutive years of service at the agreed primary medical institution.

(3) Guarantee of subsidy funds.

Medical graduates included in the project management will be subsidized by the provincial finance at 30,000 yuan / person, and subsidized to medical students. The county health and health bureau shall complete the distribution according to the actual service life of the medical students and the annual assessment in accordance with a maximum of 6 years. Among them, if the annual assessment fails, the subsidy will not be given for that year; if the student's service period is less than 6 years, the project subsidy fee that has been enjoyed must be fully refunded, and the refunded fee will be paid into the local vault.

Discipline and supervision

The assessment of recruitment is highly policy-oriented and involves a wide range of areas. It must be strictly implemented in accordance with relevant examination regulations.
